WASHINGTON (MarketWatch) --
Cities and towns in Iraq are rebuilding governmental institutions and
making "political gains," President Bush said Saturday, but important
work remains at the national level.
In his regular Saturday radio address, Bush said more international
"provincial reconstruction teams" are being deployed to help Iraqi
communities rebuild infrastructure and create jobs. The number of teams
has doubled since January, Bush said, and they are operating in
provinces around the country.
In Anbar province, Bush said,
"virtually every city and town" has a mayor and a functioning municipal
council, and criminal trials are being restarted. "The rule of law is
being restored," Bush said.
Bush also listed examples of political
progress in provinces including majority-Shiite Muthanna, where the
local council held a public meeting to solicit resident input on how to
spent its budget and rebuild neighborhoods.
However, Bush said that the Iraqi
government in Baghdad still must take steps including organizing
provincial elections and passing a law to formalize the sharing of oil
revenues.
Next month, the top U.S. commander in
Iraq will return to Washington to present a report to Congress about
progress in Iraq. Gen. David Petraeus has said he is preparing
recommendations about troop reductions.
Bush acknowledged that terrorists in
Iraq remain "dangerous and brutal," and said that U.S. and Iraqi troops
launched an offensive dubbed "Phantom Strike" in recent days to capture
and kill extremists.
"In this offensive, we are carrying
out targeted operations against terrorists and extremists fleeing
Baghdad and other key cities, to prevent them from returning or setting
up new bases of operation," Bush said.
Iraq and a possible troop withdrawal
will likely top Congress' agenda when it returns from recess on Sept.
3, and that's been unnerving to investors who have profited on a wave
of defense funding.

Bush focused his Saturday radio address on Iraq and didn't mention the
economy or the turmoil in the stock and credit markets. On Friday, the
Federal Reserve cut a key interest rate in an effort to ease a
worldwide credit crunch. The Dow Jones Industrial Average finished the
week down 1.2%, while the Nasdaq lost 1.5%.
